Neil Harvey RHRS Committee member and Safety Officer, prepared the RHRS Safety Manual and did an excellent presentation on his laptop at the May 2016 Management Committee meeting.

The RHRS Safety Management Plan is based upon the Canadian Transport System safety plan, which is also used by 3801 Limited.

Neil circulated this draft for Committee approval and endorsement, which has been done.

Safety Manual Housing

Neil mounted a yellow file box to the wall of the office in the Fettler's Shed Gallery - in prominent view - for all the Committee and other volunteers to access as required.

RHRS Safety Management Manual

Neil explained the system in detail and the steps required of each sector, including:
  • The role of the Safety Manager
  • Risk register for Committee, volunteers and visitors
  • Crowd control for bigger events.
  • Limitations
  • Guidelines for risk assessment
  • Record of actions
  • Safety Policies
  • Attachments
  • Accident and Incident Reporting Form

The plan, in addition to a standard agenda item for the Management Committee, needs to be reviewed annually by the 1st February.
Risks increase on busy days, but RHRS Inc is responsible for a defined area covered by its licence/lease. During train visits, RHRS volunteers can give advice on safety matters but, if the public ignores this, that is all we can do.  Safety management on the station platform and surrounds is rightfully the responsibility of the accredited train operator.
